District Industries Centre is functioning at the Fort city of Vellore provides all assistance to the prospective entrepreneurs for starting Micro, small and Medium enterprises. District Industries Centre provides escort services to the entrepreneurs, i.e. in identification of industries, obtaining clearances from Government departments in the preparation of project profile, obtaining financial assistance from Financial institutions, and sanction and disbursement of subsidies and incentives. The MSME sector has been recognized as an engine of growth all over India.

Vellore district is one of the most suitable district in terms of Industrial Development in the State and has all scope for development and growth of Industries engaged in Leather and allied industries, engineering sector, auto components, safety matches, food processing , bio-fertilizers, wind mills spares and accessories, coir and coir based industries etc.

Origin and Growth of DIC

The Department of Industries and commerce of the Govt. of Tamilnadu is one of the oldest departments of the state Government and is responsible for the planning and implementing programme for the promotion of Micro, small and Medium Enterprises and Cottage units. A brief note on the origin and growth of the DIC is as follows:

In 1905, a scheme was submitted to the Government of India for the advancement of the Industrial Development of the presidency and it was proposed to create a Department for making a survey of existing industries.Lord Morley sanctioned the creation of a new Department called "Director of Industrial and Technical Enquiries". Thus the Department of Industries had come into existence in 1906,though not under that name.

An Industrial conference was held in Ootacamund in 1908. The Madras Government order No.2894, dated October 17, 1908 reviewing the recommendations, appointed a special officer under the title of "Director of industries" to control pioneer enterprises and practical Industries Education and establish a Bureau of industrial Information and an Industrial Museum. Lord Crewe who succeeded Lord Morley took a more liberal view. He was of the opinion that “ the creation of a separate Department of Industries in the Madras Presidency must turn on the question of the functions proposed to be assigned to it.

In the planning era, much emphasis came to be placed on the development of Industries in General and small scale industries in particular. It served as the prime agency for implementing the state to provide the basic infrastructure so necessary for growth. The provisions of the State Aid to Industries Act and Liberal financial assistance as extended to the needy entrepreneurs. Model production units were setup in various parts of the State.

During the Second plan period, 36 departmental units of an ancillary nature intended to meet the needs of the small scale units in the Private sector were set up. Tool Rooms were established at Guindy, Erode, Tiruchirappalli, Pettai and Virudhunagar to meet the need of industrialists occupying the units in theses estates. Special purpose units such as common Lease shops, common Finishing shops, Forge and Heat Treatment shops, Foundry and Pressure Die casting unit, General purpose Enigneering workshops were established.

During the Third Plan and subsequent periods, new estates were setup for Electrical Industries and Electronics and Instrument Industries. Develop-0ed plots were allotted in potential growth centres all over the state. Specialised fields of activities such as Chemical Industries and Electronics Industries were taken up for i9ntensive development. A large number of Departmental small scale Industries were established by the Government during the first three plan periods. With a view to run these units on commercial lines, the Government formed on 10 September 1965, an autonomous Corporation “the Madras State Small Industries Corporation” (now called the Tami Nadu Small Industries Corporation) by transferring 65 units from the Directorate of Industries and commerce.

When the Tamilnadu Small Industries Development Corporation was formed in 1970 it took over some of the developmental activities of the department such as allocation of scarce raw materials, export promotion and the work relating to the disbursement of loan to the small scale Industries under the State Aid to Industries Act were transferred to the corporation with effect from 1st April 1972.

Conventional Industrial estates and the developed plots were transferred to the Tamilnadu small Industries Development Corporation and State Industries Promotion corporation of Tamilnadu respectively with effect from 1st June 1974. In order to give a special impetus and a new directions for promotion and development of Handicrafts a separate corporation namely Tamilnadu Handicrafts Development corporation Limited which came into existence with effect from 1st August 1973. Similarly the functions relating to promotion of ceramic industries in the state, passed on to the Tamilnadu Creamics Limited yet another autonomous organization with effect from 15th July 1974 and all the ceramic units including the functional industrial estates for Ceramics at Vridhachalam were transferred to this corporation.

The State Government introduced District Industries Centres in the Districts of Chengalpattu, Dharmapuri, Salem, Ramanathanpuram and Tirunelveli from 14th June 1978 and in three Districts of Pudukottai, Kanyakumari and South Arcot from 1st August 1978. In 17th Sept. 1979 DIC was formed in Periyar Districts. North Arcot and Other districts except Madras city and Niligiris have been brought under this programme from October 1979. The DIC’s will service as nucleus for providing the support and assistance required by Small scale, Rural and cottage industries. Powers of the Directorate of Industries and commerce have been delegated to theses District industries Cetres and the field officers of the Department.
